When we say that the charge and discharge rate of a battery cell is 0.5C/1C, it means that the battery cell can meet the charge and discharge rate of no more than 0.5C/1C during the charge and discharge process.
Battery cell products usually have two specifications: 0.5C and 1C. The actual requirement of 4MW/6MWh is 0.66C. Obviously, the 1C battery cell can meet the requirement, but the 0.5C one can not. Therefore, the 1C battery cell should be selected.
